Former Kankakee Valley Park District Executive Director Roy Collins will discover his fate today when he is sentenced in Federal Court in Peoria to charges of wire and mail fraud. The 48 year old Collins allegedly skimmed cash from the district’s annual BBQ Fest, used district equipment and personnel to make improvements on his property and made improper purchases with a park district credit card. Prosecutors are asking for 4 and a half years in prison, three years’ probation and restitution. The defense believes three years’ probation is fair. Collins pleaded guilty in September of 2017, but was rebuffed by the court last year when he attempted to withdraw that plea.
